{"id":1051,"date":"2015-04-17T12:24:47","date_gmt":"2015-04-17T09:24:47","guid":{"rendered":"http:\/\/insanveinsan.org\/?p=1051"},"modified":"2018-04-09T23:32:02","modified_gmt":"2018-04-09T20:32:02","slug":"propaganda-icin-kullanilan-bir-ortmece-olarak-kamu-diplomasisi-kavrami","status":"publish","type":"post","link":"https:\/\/www.insanveinsan.org\/en\/propaganda-icin-kullanilan-bir-ortmece-olarak-kamu-diplomasisi-kavrami\/","title":{"rendered":"The Term Public Diplomacy Employed as a Euphemism for Propaganda"},"content":{"rendered":"<p><\/p>\n<p style=\"text-align: justify;\"><strong>Abstract: <\/strong> Similarity and continuity is observed between the widely and frequently used term \u201cpropaganda\u201d and the more recent \u201cpublic diplomacy\u201d \u2013 the latter term having seemingly taken the place of the former in today\u2019s world. Public diplomacy is usually defined as a government\u2019s direct communication with the public of another country in an effort to promote its own foreign policy and cultivate the national interests of its country. As for propaganda, this is seen as a form of unilateral communication aimed towards influencing the attitudes of people. However, it is claimed by many that the term public diplomacy is employed as a euphemism for propaganda. After an inspection of the definitions made for these terms, and an analyzation of the acts explained by them, it becomes evident that this kind of evaluation does indeed have an important element of truth to it. Kamu diplomasisi, genellikle, bir h\u00fck\u00fcmetin, yabanc\u0131 bir \u00fclkenin vatanda\u015f toplulu\u011fuyla do\u011frudan sosyal ili\u015fki ve ileti\u015fim kurmak suretiyle \u00fclkesinin d\u0131\u015f politikas\u0131n\u0131 y\u00f6netmesi ve ulusal \u00e7\u0131karlar\u0131n\u0131 geli\u015ftirmesi \u00e7abas\u0131 olarak tan\u0131mlanmaktad\u0131r. Propaganda ise, insanlar\u0131n d\u00fc\u015f\u00fcnce ve faaliyetlerini etkilemek i\u00e7in tek yanl\u0131 olarak d\u00fczenlenmi\u015f ileti\u015fim faaliyeti olarak g\u00f6r\u00fclmektedir. Bununla birlikte, bir\u00e7ok bilim adam\u0131, kamu diplomasisi kavram\u0131n\u0131n, zaman i\u00e7inde g\u00f6zden d\u00fc\u015f\u00fcp itibars\u0131zla\u015fm\u0131\u015f ve olumsuz \u00e7a\u011fr\u0131\u015f\u0131mlarla y\u00fcklenmi\u015f propaganda terimi i\u00e7in bir \u00f6rtmece olarak kullan\u0131ld\u0131\u011f\u0131n\u0131 ileri s\u00fcrmektedir. Yap\u0131lan tan\u0131mlar ve ilgili kavramlarla ifade edilen faaliyetler incelendi\u011finde, bu t\u00fcr tespitlerin \u00f6nemli bir ger\u00e7eklik pay\u0131 i\u00e7erdi\u011fi g\u00f6r\u00fclmektedir.
