After the transition to free markets which began in 1980s new actor took place in economy. Political and economic crisis which were experienced in the same period led to the bankruptcy of holdings consisting of banks and media companies. Saving Deposit Insurance Fund (TMSF) which was founded in order to protect the depositors of the bankrupt banks took over the companies of the said companies. Thus, in one way, critical media companies went under the control of the governing party. These companies which were managed by TMSF for a certain period were sold with private placement to the businessmen close to the governing party with tender which were not subject to public tenders act. The fact that these opposition media groups which used to air very back-breaking broadcasts against the government suddenly became very supportive of the government (after this process in the centre of which TMSF stood) created the perception that a \u201cpartisan media structure\u201d was designed in favour of the government. It is sure that TMSF institutionally is not the only element for creating this result. As will be seen in the end of the paper, several government agencies and instruments played active role in obtaining this result. However, due to space limitations, this paper will deal with foundation and functions of TMSF, the relations between media and TMSF and some media companies of which ownership structure was changed in this process with the intervention of TMSF.<\/p>\n<p style=\"text-align: justify;\"><strong>Keywords: <\/strong> TMSF, Media, Democracy, Media economy.<\/p>\n<h1>T\u00fcrkiye\u2019de Yeni Medya D\u00fczeninin Olu\u015fumunda Tasarruf Mevduat\u0131 Sigorta Fonu\u2019nun Rol\u00fc<\/h1>\n<p style=\"text-align: justify;\"><strong>Abstract: <\/strong> T\u00fcrkiye\u2019de \u00f6zellikle 1990 sonras\u0131nda medya ve sermaye alan\u0131nda \u00f6nemli de\u011fi\u015fimler ya\u015fand\u0131. 1980\u2019li y\u0131llarda ba\u015flayan serbest piyasa ekonomisine ge\u00e7i\u015f sonras\u0131nda ekonomi alan\u0131nda yeni akt\u00f6rler yer ald\u0131. Ayn\u0131 d\u00f6nemde ya\u015fanan siyasi ve ekonomik krizler, b\u00fcnyesinde banka ve medya \u015firketleri bar\u0131nd\u0131ran holdinglerin batmas\u0131 sonucunu do\u011furdu. Batan bankalardaki mevduat sahiplerini koruma amac\u0131 ile kurulan Tasarruf Mevduat\u0131 Sigorta Fonu (TMSF), bahse konu holdinglerin \u015firketlerine el koydu. B\u00f6ylece \u00f6nemli medya \u015firketleri de bir y\u00f6n\u00fc ile iktidar kontrol\u00fcne ge\u00e7mi\u015f oldu. Bir m\u00fcddet TMSF taraf\u0131ndan y\u00f6netilen bu \u015firketler kamu ihale kanununa tabi olmayan ihalelerle iktidara yak\u0131n i\u015fadamlar\u0131na tahsisli olarak sat\u0131ld\u0131. H\u00fck\u00fcmete kar\u015f\u0131 olduk\u00e7a y\u0131prat\u0131c\u0131 yay\u0131nlar yapabilen bu muhalif medya gruplar\u0131n\u0131n (TMSF\u2019nin oda\u011f\u0131nda oldu\u011fu bu s\u00fcre\u00e7 sonras\u0131nda) bir anda h\u00fck\u00fcmeti destekler konuma ge\u00e7mesi, iktidar lehine \u2018tarafl\u0131 bir medya yap\u0131s\u0131 tasar\u0131m\u0131\u2019 alg\u0131s\u0131 olu\u015fturdu. Elbette TMSF kurumsal anlamda bu sonucun olu\u015fmas\u0131ndaki tek unsur de\u011fildir. \u00c7al\u0131\u015fman\u0131n sonunda g\u00f6r\u00fclece\u011fi \u00fczere, bir\u00e7ok devlet kurumu ve enstr\u00fcman\u0131 bu sonucun ortaya \u00e7\u0131kmas\u0131nda etkili olmu\u015ftur.
