What is their basic point of reference when deciding to act or not act in a certain direction? What is the source of this reference and by whom is it developed? On what kind of a power is the authority of the people based who develop these references? The article provides not the answers but some discussion on this kind of questions and some cases are discussed related to ethics in public administration. Some opinions on ethics in decision-making processes in public administration are addressed and some ethical codes are also mentioned.
