In recent years influence of institutions in economic history studies became prominent. While socio-economic transitions and breakings in Medieval Europe created a system which works for the Europe\u2019s benefit; Ottoman Empire\u2019s economic institutions\u2019 which took form in a traditional societal order couldn\u2019t maintain because they built on a different model. Undoubtedly bonds between institutions and fiscal policies of government were effective on specification of this process. In this paper, a new perspective built about institutions and tax collection in order to considering these two systems.<\/p>\n<p style=\"text-align: justify;\"><strong>Keywords: <\/strong> Church, Aristocracy, Tax, Merchant, Economics of empire, Middle Age.<\/p>\n<h1> XVI. Orta\u00e7a\u011f Avrupa\u2019s\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 sosyo-ekonomik d\u00f6n\u00fc\u015f\u00fcmler ve k\u0131r\u0131lmalar uzun s\u00fcre\u00e7te Avrupa lehine i\u015fleyen bir sistem olu\u015ftururken, Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun geleneksel bir toplum d\u00fczeni i\u00e7inde bi\u00e7imlenen iktisadi kurumlar\u0131 daha farkl\u0131 bir model \u00fczerine kurulu oldu\u011fu i\u00e7in kurumlar\u0131n devaml\u0131l\u0131\u011f\u0131 sa\u011flanamam\u0131\u015ft\u0131r. Hi\u00e7 \u015f\u00fcphesiz kurumlar ve devletin mali politikalar\u0131 aras\u0131ndaki ba\u011flar bu s\u00fcrecin belirlenmesinde etkili olmu\u015ftur.
