The way of the relationship among these institutions, which are namely state, family, market and NGOs, sets the social protection regime of each society. The primal actor in this regime, which is also irreplaceable, is the state. Put differently, even imagining a social policy order where the role of the state is minor is almost impossible. Role of the other institutions under this irreplaceable characteristic of the state is just the completion of it. Along with a series of recent changes led by neoliberalism, however, a shift from state-based welfare to pluralism-based welfare is increasingly induced and roles and responsibilities of the NGOs are redefined. Traditional \u201crelationship of completion\u201d among social policy institutions is aimed to be turned into the \u201crelationship of substitution\u201d and ways of a handing-over in the responsibility of the state towards other institutions is also searched for. This point of view, which sees the measures of social protection only from the perspective of cost and strives for the decline of the level of social expenditures, means a moving away from the approach of rights-based social policy and conducting the approach of \u201ccharity-based social policy\u201d instead, rather than the redefinition of the social policy according to the changing social order. This process, which is conducted in parallel with the empowerment of the NGOs directly by the state, clearly means a decline in the social policy rights of citizens and devaluation of the traditional social protection roles and responsibilities of the NGOs.<\/p>\n<p style=\"text-align: justify;\"><strong>Keywords: <\/strong> NGOs, Rights-based social policy, Welfare, Social protection.<\/p>\n<h1> \u201cHak Temelli\u201d Sosyal Politikadan \u201cHay\u0131rseverlik Temelli\u201d Sosyal Politikaya Ge\u00e7i\u015fte Sivil Toplum \u00d6rg\u00fctlerinin Rol\u00fc <\/h1>\n<p style=\"text-align: justify;\"><strong>\u00d6zet: <\/strong> Sosyal politikan\u0131n gelece\u011fini tart\u0131\u015fmak, asl\u0131nda sosyal politika kurumlar\u0131n\u0131n gelece\u011fini ve aralar\u0131ndaki i\u015fb\u00f6l\u00fcm\u00fcn\u00fcn niteli\u011fini tart\u0131\u015fmakt\u0131r. Nitekim devlet, aile, piyasa ve sivil toplum \u00f6rg\u00fctleri \u015feklinde sayabilece\u011fimiz bu kurumlar aras\u0131ndaki ili\u015fkinin niteli\u011fi, asl\u0131nda her toplumun sosyal koruma rejimini de belirlemektedir. Bu kurumlar aras\u0131 ili\u015fkide asli ve de\u011fi\u015fmez olmas\u0131 gereken akt\u00f6r devlettir. Yani devletsiz bir sosyal politika d\u00fc\u015f\u00fcnmek m\u00fcmk\u00fcn de\u011fildir. Devletin bu de\u011fi\u015fmezli\u011fi i\u00e7inde di\u011fer kurumlar\u0131n rol\u00fc ise onu tamamlamakt\u0131r. Ancak son y\u0131llarda neoliberal d\u00fc\u015f\u00fcncelerin ba\u015f\u0131n\u0131 \u00e7ekti\u011fi bir dizi de\u011fi\u015fimle birlikte, devlet temelli refahtan, \u00e7o\u011fulcu refah d\u00fczenine ge\u00e7i\u015fin \u00f6n\u00fc a\u00e7\u0131lmaya \u00e7al\u0131\u015f\u0131lmakta ve sivil toplum \u00f6rg\u00fctlerinin rol ve sorumlulu\u011fu da yeniden tan\u0131mlanmaktad\u0131r. Bu s\u00fcre\u00e7te, sosyal politika kurumlar\u0131 aras\u0131ndaki geleneksel birbirini \u201ctamamlama\u201d ili\u015fkisi, \u201cikame\u201d ili\u015fkisine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmeye \u00e7al\u0131\u015f\u0131lmakta ve devletin sorumlulu\u011fu di\u011fer kurumlara devredilmeye \u00e7abalanmaktad\u0131r. Sosyal korumaya sadece maliyet penceresinden bakan ve sosyal harcamalar\u0131 azaltmay\u0131 tek hedef olarak belirleyen bu bak\u0131\u015f a\u00e7\u0131s\u0131, iddia etti\u011finin aksine sosyal politikan\u0131n de\u011fi\u015fen toplum ko\u015fullar\u0131na uyarlanmas\u0131 ve gelece\u011finin g\u00fcvence al\u0131nmas\u0131 de\u011fil, aksine \u201chak temelli sosyal politika\u201d yakla\u015f\u0131m\u0131ndan uzakla\u015f\u0131p, \u201chay\u0131rseverlik temelli sosyal politika\u201d yakla\u015f\u0131m\u0131na ge\u00e7i\u015f anlam\u0131na gelmektedir.
