In this sense, the questions of which criteria are applied to determine needs, what the basic and further needs are, how the ones who are in need are distinguished from the others etc. are constantly asked while designing policies of social welfare and protection. Needs based approach is a social protection mechanism which was introduced as a response for these questions. Yet, it is not an easy measure to take due to the subjective features and uncertainties in the very nature of the concept of need itself. Therefore, a conceptual restriction, in the form of \u201cbasic needs\u201d, was applied in practice. The purpose of basic needs approach is the provision of the required opportunities in order to reach a full-development of individuals and allocate certain resources for certain groups in conformity with this purpose. The core of basic needs approach is to fill in the gap between actual living standards and needs in such a shorter time and the least resources as much as possible in comparison with other alternative approaches. This approach, however, seems far beyond the rights-based approach in the performance of the provision of social protection due to the major shortcomings stemming from the theory itself. <\/p>\n<p style=\"text-align: justify;\"><strong>Keywords: <\/strong> Needs, Basic needs, Social protection, Social policy, Welfare.<\/p>\n<h1> \u201c\u0130htiya\u00e7\u201d Kavram\u0131 Ekseninde Sosyal Koruma: Temel \u0130htiya\u00e7lar Yakla\u015f\u0131m\u0131 <\/h1>\n<p style=\"text-align: justify;\"><strong>\u00d6zet: <\/strong> \u0130htiya\u00e7, somutla\u015ft\u0131r\u0131lmas\u0131 ve tan\u0131mlanmas\u0131 g\u00fc\u00e7 bir kavramd\u0131r. Bu ba\u011flamda, ihtiya\u00e7lar\u0131n hangi \u00f6l\u00e7\u00fctlere g\u00f6re belirlenece\u011fi, temel ve ileri ihtiya\u00e7lar\u0131n neler oldu\u011fu, ihtiya\u00e7 i\u00e7inde olanlarla olmayanlar\u0131n neye g\u00f6re ve nas\u0131l kesin olarak ayr\u0131laca\u011f\u0131 gibi sorular sosyal refah ve koruma politikalar\u0131 tasarlan\u0131rken s\u00fcrekli sorulan ve tart\u0131\u015f\u0131lan sorulard\u0131r. \u0130htiya\u00e7 temelli yakla\u015f\u0131m bu sorulara cevap olarak geli\u015ftirilmi\u015f bir sosyal koruma yakla\u015f\u0131m\u0131d\u0131r. Ancak genel anlamda ihtiya\u00e7 kavram\u0131n\u0131n \u00f6z\u00fcnde bulunan s\u00fcbjektif nitelikler ve i\u00e7erdi\u011fi belirsizlikler nedeniyle, uygulamas\u0131 kolay bir y\u00f6ntem de\u011fildir. Bu nedenle, uygulamada herkesi kapsayabilmek ad\u0131na \u201ctemel ihtiya\u00e7lar\u201d \u015feklinde bir daraltmaya gidilmi\u015ftir. Temel ihtiya\u00e7lar yakla\u015f\u0131m\u0131n\u0131n amac\u0131, bireyin tam geli\u015fimi i\u00e7in gereken f\u0131rsatlar\u0131 sa\u011flamak ve bu ama\u00e7la belli gruplar i\u00e7in belli kaynaklar\u0131 tahsis etmektir. Temel ihtiya\u00e7lar yakla\u015f\u0131m\u0131n\u0131n \u00f6z\u00fc, ger\u00e7ek ya\u015fam d\u00fczeyiyle ihtiya\u00e7lar aras\u0131ndaki bo\u015flu\u011fun di\u011fer alternatif yakla\u015f\u0131mlara g\u00f6re \u00e7ok daha k\u0131sa s\u00fcrede ve m\u00fcmk\u00fcn olan en az miktarda kaynak kullan\u0131larak doldurulmas\u0131d\u0131r.
