<\/p>\n

Abstract: <\/strong> Defense acquisition process contains initiatives aiming to maintain defense capabilities needed, by making use of the most sophisticated technologies under legal and financial constraints. Increasing number and complexity of those initiatives and also the necessity of developing them integratedly causes defense projects to deviate to a certain extent. In this study, following a brief discussion on the deviations of defense projects in terms of defense planning process, Program Management Approach, which may be defined briefly as managing a number of complicated projects for deriving common interests has been introduced. Following that, an alternative governance model which is based on the program management concept has been proposed, in order to manage defense resources in a more organized way. As a consequence, a number of inferences about the applicability of program management approach have been made in consideration of this research and interviews.<\/p>\n

S\u00f6z konusu giri\u015fimlerin karma\u015f\u0131kl\u0131\u011f\u0131n\u0131n ve say\u0131lar\u0131n\u0131n artmas\u0131 ve birbirleriyle entegre geli\u015ftirilme zorunlulu\u011fu, savunma projelerinde sapmalara yol a\u00e7maktad\u0131r. Makalede, savunma planlama s\u00fcreci \u00f6zelinde savunma projelerinde g\u00f6r\u00fclen sapmalar k\u0131saca tart\u0131\u015f\u0131ld\u0131ktan sonra, birden fazla karma\u015f\u0131k projenin ortak fayda g\u00f6zeterek y\u00f6netilmesi olarak \u00f6zetlenebilecek Program Y\u00f6netimi yakla\u015f\u0131m\u0131 incelenmi\u015ftir. Program y\u00f6netimine ili\u015fkin fark\u0131ndal\u0131k seviyesinin de\u011ferlendirilmesi ve savunma program y\u00f6netimiyle ilgili \u00e7\u0131kar\u0131mlarda bulunulmas\u0131 maksad\u0131yla T\u00fcrkiye\u2019de proje y\u00f6netiminde g\u00f6revli profesyonellerle \u201cderinlemesine g\u00f6r\u00fc\u015fme metodu\u201d kullan\u0131larak y\u00fczy\u00fcze g\u00f6r\u00fc\u015fmeler ger\u00e7ekle\u015ftirilmi\u015f ve savunma kaynaklar\u0131n\u0131n daha organize bir bi\u00e7imde y\u00f6netilmesi d\u00fc\u015f\u00fcncesinden hareketle program y\u00f6netimi konseptini esas alan bir \u201calternatif y\u00f6netim modeli\u201d \u00f6nerilmi\u015ftir.
