The prejudice that actors and their dependents in various fractions of society can be shaped by means of normative arrangements tends to claim that after every upheaval problems can be resolved with a new constitutional system. The willpower designing the Constituton 1982 is the most concrete example of this. 1982 Constitution gave primacy to a political system based on the representation of center shooting for precluding fractions defined by it as marginal via electon thresholds so as to ensure stability which lacks during the seventies. This study tackles the judicial base, foundation, working principle and member profile of the Constituent Assembly which is on the factory floor of the most contradictory Constitution of Turkey, namely the 1982 Constitution and which is about to outlive the 1924 Constitution as the most long-lasting constitution.<\/p>\n<p style=\"text-align: justify; font-size: 15px\";><strong>Keywords: <\/strong> Turkey\u2019s Constitutions, Constituent Assembly, 12 September Coup.<\/p>\n<h1> T\u00fcrk Siyasal Hayat\u0131nda Dan\u0131\u015fma Meclisi <\/h1>\n<p style=\"text-align: justify; font-size: 15px\";><strong>\u00d6z: <\/strong> T\u00fcrkiye\u2019deki siyasal hayata y\u00f6n ve bi\u00e7im verme noktas\u0131nda tekrar ede gelen bir al\u0131\u015fkanl\u0131k var. Normatif d\u00fczenlemeler yoluyla toplumsal hayat\u0131n \u00e7e\u015fitli kesimlerindeki akt\u00f6r ve ba\u011fl\u0131lar\u0131n\u0131n y\u00f6nlendirilebilece\u011fi do\u011frultusundaki pe\u015fin h\u00fck\u00fcm, her alt\u00fcst olu\u015f sonras\u0131nda yeni bir anayasal sistemin te\u015fkiliyle sorunlar\u0131n \u00e7\u00f6z\u00fclece\u011fi istikametinde. 1982 Anayasas\u0131n\u0131 yapan irade, bu tespitin en somut \u00f6rne\u011fi. Yetmi\u015fli y\u0131llar boyunca bir t\u00fcrl\u00fc sa\u011flanamayan, y\u00f6netimde istikrar\u0131 \u00f6ne al\u0131p, marjinal olarak tan\u0131mlad\u0131\u011f\u0131 kesimleri parlamento d\u0131\u015f\u0131na atmay\u0131 hedefleyen se\u00e7im barajlar\u0131 eliyle merkezin temsiline dayal\u0131 bir siyasal sistemi \u00f6ne al\u0131yordu.
