Abstract: <\/strong> Democracy is a form of government based on basic universal values such as political participation, freedom, human rights, equality, where the today\u2019s majority can turn into the future\u2019s minority, as well as the majority rights of minority rights. Although today it does not represent the different sections of the political faction, it is very difficult to find a regime that does not claim to be democratic. Despite the fact that such a large area has been influenced, however, the debate on democracy has not been adopted as a model of democracy that has not been finalized. The experiences of the different civil-military relations of the countries and the social structures led to the emergence of different democratic systems. But at the last point, especially in the case of developed Western countries evolving into a system of universal democratic principles accepted, the distance they have gained in civil-military relations and the political culture they have contributed. Ancak o kadar geni\u015f bir alan\u0131 etkisi alt\u0131na almas\u0131na ra\u011fmen demokrasi \u00fczerinde yap\u0131lan tart\u0131\u015fmalar nihayete ermemi\u015f, ortak kabul g\u00f6ren bir demokrasi modeli benimsenmemi\u015ftir. \u00dclkelerin farkl\u0131 sivil-asker ili\u015fkileri tecr\u00fcbeleri ile toplumsal yap\u0131lar\u0131 birbirinden farkl\u0131 demokratik sistemlerin ortaya \u00e7\u0131kmas\u0131na neden olmu\u015ftur. Ancak en son kertede \u00f6zellikle geli\u015fmi\u015f Bat\u0131 \u00fclkelerin evrensel demokratik ilkelerin kabul g\u00f6rd\u00fc\u011f\u00fc bir sisteme evrilmesine, sivil-asker ili\u015fkilerinde katetmi\u015f olduklar\u0131 mesafe ve sahip olduklar\u0131 siyasi k\u00fclt\u00fcr katk\u0131 sa\u011flam\u0131\u015ft\u0131r.
