Abstract: <\/strong> During the multi-party period, President Ismet In\u00f6n\u00fc\u2019s nationwide tours have been showing how his concept of governance has changed. From the period when the multi-party system was seen as an experiment in the beginning of 1946, until the time when this system was understood to be permanent with publication of the July 12 Declaration, President Ismet In\u00f6n\u00fc\u2019s concept of governance has changed. This change can be traced from his nationwide tours. In this study, nationwide tours will be explained through the political behaviors and events that show that President Ismet In\u00f6n\u00fc\u2019s concept of governance has changed. In addition, the effects of the political steps taken by President In\u00f6n\u00fc in connection with multi-party system in this period will be discussed in nationwide tours. In this context, firstly, nationwide tours will be evaluated at the beginning of the multi-party system when his National Chief and party identity was effective. Afterwards, nationwide tours, which have been showing that he has left his party identity behind and has been equal to the parties and the effects of the July 12 Declaration will be reviewed.<\/p>\n

\u00d6z: <\/strong> \u00c7ok partili d\u00f6nemde Cumhurba\u015fkan\u0131 \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn \u00e7\u0131kt\u0131\u011f\u0131 yurt gezileri, onun y\u00f6netim anlay\u0131\u015f\u0131n\u0131n nas\u0131l de\u011fi\u015fti\u011fini g\u00f6stermektedir. 1946\u2019n\u0131n ba\u015f\u0131nda \u00e7ok partili sistemin bir deneme olarak g\u00f6r\u00fcld\u00fc\u011f\u00fc d\u00f6nemden, 12 Temmuz Beyannamesinin yay\u0131nlanmas\u0131yla bu sistemin art\u0131k kal\u0131c\u0131 oldu\u011funun anla\u015f\u0131ld\u0131\u011f\u0131 d\u00f6neme kadar olan s\u00fcre\u00e7te Cumhurba\u015fkan\u0131 \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn de y\u00f6netim anlay\u0131\u015f\u0131 de\u011fi\u015fmi\u015ftir. \u0130\u015fte bu de\u011fi\u015fim onun \u00e7\u0131kt\u0131\u011f\u0131 yurt gezilerinden takip edilebilmektedir. Yap\u0131lan \u00e7al\u0131\u015fmada yurt gezileri, Cumhurba\u015fkan\u0131 \u0130smet \u0130n\u00f6n\u00fc\u2019n\u00fcn y\u00f6netim anlay\u0131\u015f\u0131n\u0131n de\u011fi\u015fti\u011fini g\u00f6steren siyasi davran\u0131\u015flar ve olaylar \u00fczerinden a\u00e7\u0131klanacakt\u0131r. Ayr\u0131ca bu d\u00f6nemde Cumhurba\u015fkan\u0131 \u0130n\u00f6n\u00fc\u2019n\u00fcn \u00e7ok partili hayatla ilgili olarak att\u0131\u011f\u0131 siyasi ad\u0131mlar\u0131n etkileri de yurt gezileri i\u00e7erisinde tart\u0131\u015f\u0131lacakt\u0131r. Bu ba\u011flamda \u00f6nce, \u00e7ok partili sistemin ba\u015flang\u0131c\u0131nda Milli \u015eef ve partili kimli\u011finin \u00f6n planda oldu\u011fu yurt gezileri de\u011ferlendirilecektir. Sonras\u0131nda ise partili kimli\u011fini geride b\u0131rak\u0131p partilere g\u00f6rece e\u015fit uzakl\u0131kta oldu\u011funu g\u00f6sterdi\u011fi ve 12 Temmuz Beyannamesinin etkilerinin g\u00f6r\u00fcld\u00fc\u011f\u00fc yurt gezileri incelenecektir.<\/p>\n
