In that era, the art constituted another dimension of the relations established by these countries that mainly focused on political, military and economic aspects. Both the Soviet Russia, which acquired an important heritage from Czarism and attributed a special role to the art in order to make propaganda for the socialist ideology, and the Republic of Turkey, which considered developing an education system in terms of western arts, supporting artists and creation of the qualified artistic works as a measure of \u201ccivilization\u201d, and which intended to benefit from the propaganda power of the art in conveying the Kemalist revolutions and doctrines to society, collaborated in the field of the art especially in 1930s. In this regard, the movie called \u201cAnkara: The heart of Turkey\u201d, which created by the Soviet film makers who were invited by the Turkish Government in terms of the \u201cCelebration of the Tenth Anniversary of the Foundation of the Republic\u201d had a special place. D\u00fcnya Sava\u015f\u0131\u2019n\u0131n 1945\u2019te sona ermesine kadar devam etmi\u015ftir. Bahsedilen d\u00f6nemde, iki \u00fclke aras\u0131nda ger\u00e7ekle\u015fen ve siyasi, askeri ve iktisadi y\u00f6nleri a\u011f\u0131r basan bu ili\u015fkilerin bir boyutunu da sanat olu\u015fturmu\u015ftur. \u00c7arl\u0131k d\u00f6neminden sanatsal a\u00e7\u0131dan \u00f6nemli bir miras devralan ve sosyalist ideolojinin propagandas\u0131nda sanata \u00f6zel bir misyon y\u00fckleyen Sovyetler Birli\u011fi ile Bat\u0131l\u0131 sanatlar\u0131n e\u011fitimini yayg\u0131nla\u015ft\u0131rmay\u0131, sanat\u00e7\u0131lar\u0131 desteklemeyi ve bunun sonucunda nitelikli sanat eserlerinin \u00fcretilmesini, bir \u201cuygarla\u015fma\u201d \u00f6l\u00e7\u00fcs\u00fc olarak g\u00f6ren ve Atat\u00fcrk ilke ve ink\u0131laplar\u0131n\u0131 halka iletmekte sanat\u0131n propaganda g\u00fcc\u00fcnden faydalanmay\u0131 d\u00fc\u015f\u00fcnen T\u00fcrkiye Cumhuriyeti, \u00f6zellikle 1930\u2019lu y\u0131llarda sanat alan\u0131nda bir i\u015fbirli\u011finde bulunmu\u015flard\u0131r. Bu kapsamda, T\u00fcrk h\u00fck\u00fcmeti taraf\u0131ndan \u201cCumhuriyet\u2019in Onuncu Y\u0131l Kutlamalar\u0131\u201d \u00e7er\u00e7evesinde T\u00fcrkiye\u2019ye davet edilen Sovyet sinemac\u0131lar taraf\u0131ndan \u00e7ekimi ger\u00e7ekle\u015ftirilen \u201cT\u00fcrkiye\u2019nin Kalbi: Ankara\u201d filmi, \u00f6zel bir anlam ifade etmektedir.
