The concept that feeds the survival impulse that has existed since the early times of history has changed in accordance with the changing world order. From the earliest times of history, members of power in power have been aware of the influence of fear and have often used this phenomenon as a means of hegemony to strengthen their power. The article aims to focus on how the power uses fear, the formally changing characteristic of primitive fear within the framework of Machiaevelli\u2019s views.
