Abstract: <\/strong> The neo-liberal economic policy that started in the 1970\u2019s and made its presence felt after the 1980\u2019s has changed the economic and political structures of the World. In this period in which Information Technologies made quick progress, the rapidly shrinking markets and rampant unemployment caused investors to turn their attention towards media. In parallel to the recent economic developments in the 1980\u2019s, a commercial approach towards broadcasting surfaced in Turkey. In the era in which commercial broadcasting whose ownership structure was different from the more traditional way of broadcasting was gaining traction, the proprietor and the party in power formed a complicated relationship that pushed back the mentality of public service broadcasting. Although at first it was thought as a place in which the freedom of expression would find voice, as time went on it transformed into a monopoly and failed the expectations of the public. This study focuses on the relationship between private broadcasting and power, the state of public service broadcasting and if it can be a solution for the public in areas such as expression or access to information. In this purpose the role of mass media in the production of hegemonic relationships in a neo-liberal environment is discussed with the focus on neo-liberal economic policies.<\/p>\n Keywords: <\/strong> Political economy, Media, Neo-liberalism, Public service broadcasting<\/p>\n \u00d6z: <\/strong> 1970\u2019lerde ba\u015flayan 1980\u2019lerden sonra etkin bir \u015fekilde varl\u0131\u011f\u0131n\u0131 hissettiren neo-liberal ekonomi politikalar\u0131 d\u00fcnyada iktisadi ve siyasi yap\u0131lar\u0131 de\u011fi\u015ftirmi\u015ftir. Sahiplik\/m\u00fclkiyet yap\u0131s\u0131 geleneksel bas\u0131n anlay\u0131\u015f\u0131ndan farkl\u0131 olan ticari yay\u0131nc\u0131l\u0131\u011f\u0131n a\u011f\u0131rl\u0131k kazand\u0131\u011f\u0131 bu d\u00f6nemde, sermaye-iktidar ili\u015fkisinin karma\u015f\u0131kla\u015fmas\u0131 nedeniyle kamu hizmeti yay\u0131n anlay\u0131\u015f\u0131 geri plana itilmi\u015ftir. Ancak fikri \u00f6zg\u00fcrl\u00fcklerin demokratik bir ortamda h\u00fcr ifadesini bulaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclen ticari yay\u0131nc\u0131l\u0131k, s\u00fcre\u00e7 i\u00e7inde tekelle\u015fme yoluna gitmi\u015f ve kamuoyu ad\u0131na beklentileri bo\u015fa \u00e7\u0131karm\u0131\u015ft\u0131r. \u00c7al\u0131\u015fma, ticari\/\u00f6zel yay\u0131nc\u0131l\u0131\u011f\u0131n siyasal iktidara destek veren ayn\u0131 zamanda iktidardan beklenti i\u00e7inde olan m\u00fclkiyet yap\u0131s\u0131na; kamu hizmeti yay\u0131nc\u0131l\u0131\u011f\u0131n\u0131n bug\u00fcnk\u00fc durumuna ve kamuoyunun ifade ve bilgiye ula\u015fmak gibi demokratik hak ve taleplerine \u00e7\u00f6z\u00fcm olup olamayaca\u011f\u0131 \u00fczerine odaklanmaktad\u0131r.
