Abstract:<\/strong> The social and political structure of the Ottoman Empire and the basic principles upon which the Turkish modernization was established are to be strictly scrutinized in order to understand the problems concerning the institutionalization of democracy in Turkey. In this article, which covers the period from the establishment of the new state to 1980s, it is argued that the implementation of the \u201cmodernization from above\u201d has undermined the consolidation of democratic institutions. That the politics in Turkey has a narrow social base exaggerated the question of institutionalization and widened the controversy between the political\/bureaucratic\/ military elite and the people. The populist policies which were favored especially by Democrat Party and its heirs could not surmount the issue. On the contrary, reproducing patrimonial relations, it prevented the formation of a civil and political society which might be regarded as a constituting part of democracy.

\u00d6zet:<\/strong> T\u00fcrkiye\u2019de demokrasinin kurumsalla\u015fmas\u0131 ile ilgili sorunlar\u0131n anla\u015f\u0131labilmesi i\u00e7in Osmanl\u0131 toplum ve siyasal yap\u0131s\u0131n\u0131n dikkate al\u0131nmas\u0131 ve T\u00fcrk modernle\u015fmesinin \u00fczerine kuruldu\u011fu temel ilkelerin s\u0131k\u0131 \u015fekilde g\u00f6zden ge\u00e7irilmesi gerekir. Yeni devletin kurulu\u015fundan 1980\u2019lere kadarki d\u00f6nemi kapsayan bu makalede T\u00fcrk modernle\u015fmesinin \u201cyukar\u0131dan a\u015fa\u011f\u0131ya\u201d do\u011fru uygulan\u0131\u015f\u0131n\u0131n demokrasinin kurumsalla\u015fmas\u0131n\u0131 ve sa\u011flam dayanaklar \u00fczerinde y\u00fckselmesini engelledi\u011fi tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Siyasetin toplumsalla\u015famam\u0131\u015f olmas\u0131, dolay\u0131s\u0131yla dar bir \u00e7er\u00e7eve i\u00e7inde kalmas\u0131 bu zaaf\u0131n derinle\u015fmesine ve siyasal, b\u00fcrokratik ve askeri elitle halk aras\u0131ndaki kar\u015f\u0131tl\u0131\u011f\u0131n kronikle\u015fmesine yol a\u00e7m\u0131\u015ft\u0131r. Zaman zaman uygulanan pop\u00fclist politikalar da bu sorunu a\u015famad\u0131\u011f\u0131 gibi, patrimonyal ili\u015fkileri yeniden \u00fcreterek demokrasinin geli\u015fimi ile s\u0131k\u0131 \u015fekilde ba\u011flant\u0131l\u0131 bulunan sivil ve siyasal bir toplumun olu\u015fumunu engellemi\u015ftir.
