Abstract: <\/strong>The economic crises realized along with the globalization process have led to an increase in the problems such as poverty, unemployment, social-exclusion. The heavy socio-economic conditions have also led to a long-established crisis on the social security systems and \u201cminimum income support\u201d has become one of the referenced methods as solution. When looking at the minimum income support practices in EU countries, as they were both, old and comprehensive it has been thought that they could be exemplary to our country. On the other hand, the EU countries have been in difficulties to separate allowance for the social assistance applications and therefore, especially from the beginning of the 2000s, EU countries have given an importance to the activation (the activities leading the social assistance beneficiaries to the employment) policies.
\n\u201cMinimum income support\u201d applications do not exist in Turkey, however there are \u201csimilar\u201d applications. On the other hand, it has been thought that as in the case of EU applications also in Turkey, the social transfers and specifically the \u201ca minimum income\u201d support might be effective in reducing poverty and as similar to EU applications minimum income support should be given with the condition of activation in Turkey.

\u00d6zet:<\/strong> K\u00fcreselle\u015fme s\u00fcreciyle birlikte ya\u015fanan ekonomik krizler, yoksulluk, i\u015fsizlik, sosyal d\u0131\u015flanma gibi sorunlar\u0131n artmas\u0131na yol a\u00e7m\u0131\u015ft\u0131r. Ya\u015fanan a\u011f\u0131r sosyo-ekonomik ko\u015fullar sosyal g\u00fcvenlik sistemlerinin de k\u00f6kl\u00fc bir kriz ya\u015famas\u0131na yol a\u00e7makta ve \u00e7\u00f6z\u00fcm i\u00e7in ba\u015fvurulan y\u00f6ntemlerden biri de \u201casgari gelir deste\u011fi\u201d olmaktad\u0131r. AB \u00fclkelerindeki asgari gelir deste\u011fi uygulamalar\u0131na bak\u0131ld\u0131\u011f\u0131nda hem eski olmas\u0131 ve hem de geni\u015f kapsaml\u0131 olmas\u0131 itibariyle \u00fclkemize \u00f6rnek te\u015fkil edebilece\u011fi d\u00fc\u015f\u00fcn\u00fclmektedir. Di\u011fer taraftan, AB \u00fclkelerinin sosyal yard\u0131m alan\u0131na \u00f6denek ay\u0131rmakta zorland\u0131\u011f\u0131 ve bu sebeple \u00f6zellikle 2000\u2019li y\u0131llar\u0131n ba\u015f\u0131ndan itibaren AB \u00fclkelerinde aktivasyon (sosyal yard\u0131m faydalan\u0131c\u0131lar\u0131n\u0131 istihdama y\u00f6nelten faaliyetler) konular\u0131na \u00f6nem verildi\u011fi g\u00f6r\u00fclmektedir.
\nT\u00fcrkiye\u2019de \u201casgari gelir deste\u011fi\u201d uygulamas\u0131 mevcut olmay\u0131p \u201cbenzeri\u201d uygulamalardan s\u00f6z etmek m\u00fcmk\u00fcnd\u00fcr. Di\u011fer taraftan AB uygulamalar\u0131nda oldu\u011fu gibi T\u00fcrkiye\u2019de de sosyal transferlerin ve \u00f6zelde \u201casgari bir gelir\u201d takviyesinin yoksullu\u011fu azaltmada etkili olabilece\u011fi ve verilecek bir asgari gelir deste\u011finin AB uygulamalar\u0131na benzer \u015fekilde aktivasyon ko\u015fullu olmas\u0131 gerekti\u011fi d\u00fc\u015f\u00fcn\u00fclmektedir.
